I'm not being a smart aleck but what would a helicopter do in a civilian uprising/martial law? Shoot people or what? I guess I'm not sure of there purpose for that. I've always thought of helicopters rescuing someone in a flood or lifeline type deal. Having the ability to move a couple people quickly without an airstrip. Not a massive unrest. Again, not smarting off or starting an argument.
