Have not recieved IN LTCH

My problem is I called the IN state police to find out why my 4yr carry permit had not come through yet and they told me it had been sent in September and I applied in August. So the lady on the phone had me fax a duplicate form in stating that I never received my permit. She told me I should have my permit in a couple days. Well after about a week I called back and they said they don't know where the paper was and the lady on the phone at the time told me to email her so she could get the situation taken care of, so I did. I later in the week got a statement from email saying the message could not be delivered. I am considering talking to lawyer now....? What are your thoughts? Oh and the lady on the phone said my application was approved so that's not the problem.

Then all you need is a duplicate. And if all you say is true, you are legal to carry, though you may be hassled if you're ever asked to present your LTCH.
