    I still don't understand whether OP is running into particular " store policies " or possible State or Fed laws.

    There are no laws about age requirements pertaining to components.
    (With the possible exception of black powder... I'm texting my "go to" for a credible answer... brb)

    I know buying handgun ammo under 21 is illegal under Federal law, but wasn't sure about buying reloading supplies.

    Still confused... Is it just buying of it that is illegal or is the possession of it also illegal ?

    Just where and how are all the LEGAL handgun owners under 21 getting their ammo for the handguns they legally bought from individuals or were gifted ?

    Just the buying of it from an FFL. I can purchase from an individual or someone can gift one to me, I can even carry it on my person with a license, but I can't buy it myself from a dealer. Stupid, I know.
    I assume they just say it's for a rifle. I really don't want to have to lie to purchase the necessary accoutrements to be able to defend myself. Very frustrating, let me tell you.

    Sorry, wasn't very clear. The same laws apply to handgun ammo. Owning is fine, but I can't purchase from a dealer, so it would have to be gifted or I could buy it from an individual. Obviously, neither option is very practical.

    Um... no, there's no law. Apparently, not for black powder either.

    OK, I called Freedom Firearms and Gander Mountain and they will sell powder at 18. I guess I could have just started with calling them instead of posting here, but this was much more fun. :):

    So, I know this is an old thread, but anyone coming across it may want to know the actual federal law.

    18 USC § 922(b)(1)) states:


    (b) It shall be unlawful for any licensed importer, licensed manufacturer, licensed dealer, or licensed collector to sell or deliver—
    (1) any firearm or ammunition to any individual who the licensee knows or has reasonable cause to believe is less than eighteen years of age, and, if the firearm, or ammunition is other than a shotgun or rifle, or ammunition for a shotgun or rifle, to any individual who the licensee knows or has reasonable cause to believe is less than twenty-one years of age;


    Conveniently, most laws include a definition section:
    18 USC § 921(a)
    (17)
    (A) The term “ammunition” means ammunition or cartridge cases, primers, bullets, or propellent powder designed for use in any firearm.

    So, legally you do have to be at least 18 to buy reloading components, 21 if the components are for pistols (other than rifle or shotgun).
