Dumb? There are a LOT of "less-than-lethal" rounds out there. This one allows a cop to shoot use a lethal round but with non-lethal effects. If things go south fast, he can remove the cap and use that lethal round.
So, who do you sue when this doesn't work as designed?
- try to put it on, but shoot your finger instead
- it falls off right before taking the shot
- the "airbag" simply fails, and the target is shot for realz
If someone needs to be shot, then just SHOOT THEM. If they don't need to be shot, THEN DON'T.
