Yeah that policy would mean I am looking for a new house.....Some folks live in households which operate under a "no new guns policy", however this policy could contain a loophole that as long as the number of guns in the house remains the same, there is no issue. So, a trade does not count as a new gun. Also, I suspect that some people are at the limits of the capacity of their safes, and they don't want to go buy yet another $1500 safe just because they bought a new gun so the trade situation might make sense there.
