    Fees like this do not apply just to Chicago, they are common place in all of Illinois. In Illinois you are required to have an FOID card to purchase any gun. Needless to say there is a fee for that. You are also required to pay a fee for a background check for each transaction. Illinois has it's own system operated by the state police. They do not use NICS. When I was an FFL in Illinois during the mid 90's that fee was $5.00. It has probably gone up since then.

    I am curious about the whole charging people for exercising their constitutional rights. I mean, if poll taxes are an illegal way of limiting someones ability to vote (not even a constitutional right), how is a registration fee, not an illegal tax? How would people react if they had to buy a $15 permit to keep the police from illegally searching their house, or to be able to stand on a street corner and say you don't like your political representation? :dunno:

    Everything you just listed IS a constitutional right, son.
