So the point of the bill is to prevent campuses from stopping students and employees from carrying.
I believe the bill is to have STATE colleges/universities follow STATE law, and not have their own policies. Much like the local preemption that is in place today (that Colleges are excluded from).
Private schools would still be able to have any policy they want.

I'll just carry a piece anyway....If I ever have to use it it will be an active shooter situation and It'll me life or death, and if they want to expel me I'll see if I can get an attorney to fight for a civil suite against them. They are not going to protect you.
I feel this way about most of the places that you're "not supposed to" carry... they won't ever know unless there's a very serious life-or-death situation, in which case, I'll deal with the repercussions after I live through the situation.

I'd advise against off body carry. It's too easy to be separated from your backpack. If printing is a concern I'd just deep conceal with a SmartCarry holster or ankle gun. As it is, I carry AIWB and don't have printing issues.I keep telling my buddy who's still in university to carry one holstered in his backback. No way to accidentally print.
