hmm... I still don't know how the BATFE isn't all over this thread with a fiery vengence
Because it's not illegal. This stuff is sold on the open market. In the non-mixed state it's just two chemicals. In the mixed state it is "legally" no different than black powder.

You can make your own homemade black powder, you can do the same with tannerite.

If you decide to blow something up with it, or "disturb the peace" then you may be violating laws, but mere possession or detonation of the stuff doesn't violate any laws.

Binary explosive such as tannerite is not treated exactly the same as black powder as far as I understand it. Black powder in quantities up to 50 pounds (in our state) has been deemed legal to store without a magazine. Tannerite and other explosives are different afaik. Once the parts are mixed and become an explosive, they must be used or destroyed within 24 hours - otherwise they must be stored in an approved explosives storage magazine. The explosives also may not be transported via public road unless the person moving them has a federal explosives license.

It is legal to manufacture explosives for personal use (this is what you are doing when you dump the Al powder into the oxidizer container with tannerite)

It is not legal to transport the explosives via public road without a federal explosives license, or keep them more than 24 hours without proper magazine storage.

Before the components get mixed together, you do not have explosives. You can store them or drive them around anywhere you like.

As mentioned elsewhere in this thread, you can source your own materials and make what is essentially tannerite for a fraction of the cost. If you want it, the information is out there on the net and not hard to find.
