Pretty much says it all. I'll add one: 10/22 with Federson barrel and Hogue stock - renamed the Ridge Runner. Sells for around $500. As accurate as some custom 10/22s that cost twice as much, but still handles and looks like a normal 10/22.
If i could only have one 22 rifle it would be a 10-22. It may not be the best at everything but i think its the best all around and the best semi auto. Guns are tools and you need the best one for the job. Think of it this way your question is "What is the best hammer?" then you have to consider what do you want it for framing/finishing/metal work/etc....
"best all around" is really relative to your needs, but a 10/22 will be the most reliable of the semi autos, very easy to modify if your needs change, can get amazing triggers, and while they won't be Anchutz type accurate, they can be made to shoot extremely well, likely much better than the shooter.
I like my old winchester 190. Also my marlin buckaroo or 795. 10/22 has a lot of aftermarket support. But i can out shoot it with my bolt action any day.
