True. However, you have to be a member or be there with a member to shoot anywhere on site as well as an additional "class" by the member to get a key/access to the FA area.
Both the current and the past Sheriff have been good to go with this. They Charge $10 for doing the prints. The county does ink, the city does digital.

If you go down there - about half a mile away is a restaurant called "Ricardo's" in an old train station. Try something called the "Hot Brown" - that alone is about worth the drive.
That is indeed the Old Blackwater location. I have been there a few times and if they are the same instructors - they are LEOs from the local SWAT team.
