I think most of the lack of guns in gun-less places is because they didn't keep their guns after wars. Most of America's "gun culture" started when people kept the guns they were given in the Civil War.

The advantage is BOOM! And lots of BOOM! You can carry more ammo than .45, and it hits harder than a .45. They're popular with people who have shot them, there's your traction.
I know that the cop could have done something else. He could have gone for a taser, he also could have gone for his rifle or shotgun. But, I think he was justified in drawing his weapon on an uncooperative previous offender.

If I may, I'd go for the .40. Period. Get it in a frame size you like, the buy a conversion barrel for it. Then you can shoot 9mm out of it as well. Practice in 9, carry in 40. You could also buy a .357 SIG barrel as well, those are amazing rounds, but more expensive than both.
