i would lay low and observe, they might hit you next. after a while (hour or 2) mosey on down to the disliked neighbor and see just what went down (once again, you might be next).
would drain/replace the oil first, then pull the spark plug.

1) keep mouth shut about old trailer, if asked, you replaced it.
2) there is a cap on fees, got hit with 7 yrs fees (but lower sales tax rate) when i plated my old jeep.
3) some branches (and clerks) are more lenient than others. patronize them, just as you would a good lgs.
have one of the early ones with the "loose safety", only time i applied the safety whilst firing was shooting "weak" hand and thumb bumped it. since then I have swapped it (for a colt ww1 repop) and couple of other small items, that all dropped in. the parts had no noticeable wear (am at 1600+...
it's inside the drum. there is an oval rubber (or steel) plug covering the hole, that must be removed before you can turn the wheel.
honestly, at this point, I think i'd take the drums off and make sure the parts are in place and functioning correctly.
I haven't seen/heard any commercials about this, but I do live in the region and see chicago news.
still think the whole issue is done to keep the people misinformed, and try to cover something up politically.
