      The correct answer to this is "yes." If a person is drunk in public with a firearm it is responsible to contact LEOs.

      I lost a friend in a similar fashion. I don't drink these days, but when I did the weapons were all locked up. It's just too easy to make one mistake when intoxicated. His family has my sympathies. :(
