The old joke is, "Your Honor, he just needed killin'..." is justifiable homicide in Texas. Not sure that's true.
I was taught only LEO's could shoot fleeing felons.
This is not defensive gun use. The shooter was, apparently, not threatened and the one shot was not threatening anyone at the time he was shot. If found, the shooter will likely be charged. Unless you can articulate an active threat against you or another, don't shoot.

Here's what I did with mine.
I shoot it with a cheek weld on the short stock as illustrated by this guy using a Henry Mare's Leg.
I cut down a 10/22 birch stock to the same dimensions of the Mare's Leg. I sent the stock to ATF for evaluation and have a letter from them that it is...
I have had an AR-7 and found it lacking in accuracy. I suspect it was due to the rear sight being on the receiver while the front sight was, obviously, on the barrel. Slight inconsistency in the barrel placement when mounted is, in my opinion, the reason for this.
I replaced it with a Marlin...
One nice thing about the 10/22 (and all Rugers) is that you can safely dry-fire them. They have a cross bar which restrains the firing pin from striking the back of the chamber.
