I have spent quite a bit of time and effort researching the Illinois situation, and I must stand corrected.
Speaking to Master Sergeant Mike Vorreyer of the Illinois State Police, who is the designated authority, he referred me to 720 ILCS 5/24 Criminal Code of !061, with the following link:

Bottom line:
As long as the gun (including handgun) is unloaded, cased, and innaccessible when transported, it is legal for a non-resident to bring the gun into Illinois--as long, of course, as the person may legally possess the gun!
He said, "We are not as bad as people think we are." It is also legal to go shooting at a range in Illinois or anywhere else legally done.
The problem one can encounter is Illinois is not a preemptive state, meaning that counties, cities, towns, and municipalities can have their own gun laws, which, if they exist, typically, much more stringent than the state's. Chicago, of course, is the prime example.
